bdo launcher not responding

I have just downloaded and installed the Black Desert file for CBT 2 (twice now) from blackdesertonline.com -> account. 7 months ago. When I start up the game, the launcher doesn't even bother to open and a pop-up appears that the BDO Launcher for Steam has stopped working. Help.
